The Vapor Bill is so named because there is no legislative language, which has several implications:
1) CBO cannot accurately score a bill without legislative language — there are too many opportunities for misinterpretation and errors that could add hundreds of billions to the score; and,
2) it will be impossible for Senators (obviously) to read the bill, and for the American people to read the bill.
The arrogance and pure disdain for the American public’s concerns about “getting it right” and their concerns about costs and government spending have been rejected out of hand by the Democrats in the Senate.
